As California prepares for imminent cannabis legalization on
the ballot next year, the state’s government is beginning to brainstorm policies
and regulation as early as possible. Lieutenant Governor Gavin Newsome and his
team have released The Blue Ribbon Commission on Marijuana Policy (BRCMP), a
93-page report on cannabis regulation that is the result of hearings and advice
from experts, according to The Sacramento
Bee
. The BRCMP report remains neutral in light of cannabis legalization, and
it does not endorse any of the current initiatives that aim to put cannabis on
the 2016 ballot—it simply addresses the questions and solutions for the
possibility of legalization next year. Among many points, the report advises
that the state must “ensure that small and midsize entities, especially
responsible actors in the current market, have access to the new licensed
market, and that the industry and regulatory system are not dominated by large
corporate interests.” It also expresses the need to keep cannabis away from
youth a total of 260 times throughout the report. California has waited
patiently for cannabis legalization to come to fruition, and many advocates are
ready to make sure that the state does it the right way, including Newsome, “I
could sit back passively and abdicate responsibility, as so many politicians
do. Or I could take some damned responsibility. I’m glad we’re having the
conversation now, rather than in 2016,” stated Newsome. The BRCMP report can be
