Wisconsin Gov. Ever’s Budget Proposal Includes Legalizing Medical Cannabis

[dropcap class=”kp-dropcap”]W[/dropcap]isconsin Gov. Tony Ever declared last Monday that his new budget includes proposals to legalize medical cannabis, decriminalize possession of small amounts for personal use and adjust the state laws on cannabidiol (CBD) according to federal standards.

The governor indicated that it was time for Wisconsin to join the dozens of states that have legalized medical cannabis. “As a cancer survivor, I know the side effects of a major illness can make everyday tasks a challenge. People shouldn’t be treated as criminals for accessing a desperately needed medication that can alleviate their suffering,” the governor said.

Under the proposal, a medical practitioner or physician under the guidance of a physician could recommend medical cannabis to relieve symptoms related to conditions like cancer, glaucoma, post-traumatic stress disorder, chronic pain, severe nausea and seizures.

The proposal would decriminalize as well as establish an expungement option for possessing, manufacturing or distributing 25 grams or less of cannabis. However, the expungement would only apply to people who have served their sentence or probation. “It’s not just about access to health care, it’s about connecting the dots between racial disparities and economic inequity,” Evers said. “Too many people, often persons of color, spend time in our criminal justice system just for possessing small amounts of marijuana. That doesn’t make our communities stronger or safer.”

Evers also wants to get rid of the yearly physician’s certification needed to purchase CBD oil, which is used to treat seizures.

State Assembly Republican leaders have also shown support for legalizing medical cannabis. Democratic Attorney General Josh Kaul said he supports legalizing medical cannabis to help patients deal with their pain and also for the potential for added state revenue.
